It is impossible to decide whether to choose the USA or Europe only by comparing tuition. Neither the USA nor Europe has a unified tuition system, nor there also significant differences in salaries depending on profession and industry. That is why it is difficult to answer the question in general, but it becomes simpler when the comparison is based on two metrics: cost of education and graduate earnings.

Tuition Costs in USA vs. Europe
There is greater diversity of prices for tuition in the USA because of differences between public and private universities. According to the College Board, average tuition and fees for out-of-state residents enrolled full-time in US public four-year institutions are $31,880 for the academic year 2025-26, while the average price at private nonprofit four-year institutions is $45,000. It should be noted that these are general figures, and they are not intended for international students. The international price may vary widely depending on the university.
Europe is highly varied as well. Germany, for instance, has developed one of the lowest tuition fee systems, where most state universities generally do not require paying tuition for a bachelor’s and many master’s degree programs (the exception is €1,500 per semester for many non-EU students at institutions in Baden-Württemberg. The case is similar in Bavaria, where tuition may be required from some non-EU students.
At the same time, the situation in the Netherlands is quite different. As reported by the official website Study in NL, for 2026-27, the prices for bachelor’s programs are between €9,000 and €20,000 per year for non-EU/EEA students and €12,000 to €30,000 per year for master’s programs.
That is why saying “Europe is cheaper” is too vague because the correct way is to compare a particular university in the USA with a particular European country and degree program.
US University Tuition Fees for International Students
The cost of an education in the USA is dependent on the type of university and program. Public universities normally have separate fees for domestic and international students, and private universities have their own tuition policies. International students need to pay attention to international costs at the university itself, and not an average national fee for the country.
The length of the program is another important factor. The traditional US bachelor’s program is 4 years long. That means that despite annual tuition being affordable compared to a European program which lasts a year less, the overall cost is going to be high enough.
According to College Board data for 2025–26, annual tuition and fees in the United States vary widely, averaging $31,880 at public four-year institutions for out-of-state students and $45,000 at private nonprofit four-year institutions.

France, Ireland, Sweden, Finland, Italy, and other destinations have their own fee systems depending on the nationality of the student, the institution, the program, and the level of degree obtained. The idea is that Europe cannot be considered as one tuition market.
That means that an appropriate comparison for an international student is not “US versus Europe” in general. It is “US private university versus German public university” or “US master’s program versus Dutch master’s program.”

Also, according to the Bureau of Labor Statistics, the median wage for data scientists is $124,590, and in 2024, the Bureau listed software developers among bachelor’s degree occupations with excellent pay and growth opportunities.
It means that the numbers provided by the Bureau are occupational medians, not the starting salaries. It shows the earning potential of the field, but only after workers enter the profession. International students should not expect to earn the median amount right after graduation.
The salary greatly differs depending on the state, city, employer, experience, and specialization.
European Salaries for Graduates
Earnings for European graduates differ greatly from one nation to another, which means that there is no general number applicable to European graduates’ salaries.
According to the data provided by the OECD for 2024, the average annual purchasing-power-adjusted salary amounts to about $69,829 in Germany, $79,312 in the Netherlands, $64,712 in Ireland, $60,284 in France, and $58,772 in Sweden. US graduate salaries amount to $74,951.
The provided salaries are not specifically applicable to graduates or international students; rather, they are applicable to all kinds of workers, and thus can be used to demonstrate labor market differences.
Moreover, Eurostat estimates for the European Union in 2024 indicate wide variations in salaries for the EU region. Thus, the annual average adjusted salary of full-time workers ranged between €15,400 in Bulgaria and €83,000 in Luxembourg; Ireland’s figure was €61,100.
It should be noted that one cannot conclude from these figures that being an international student in Europe means having to work for very low salaries – some European countries boast highly-paid labor markets, especially for professionals.
Comparison of USA and Europe: Comparing Earnings and Tuition Fees
When one takes into account both tuition fees and salaries, one can clearly see the key financial difference.
While US graduate education can require much higher upfront investments, particularly when it comes to private universities, some occupations pay quite well. For instance, according to the 2024 BLS median wage, the annual salary for software developers is $133,080 and $124,590 for data scientists.
Some European locations have a completely different equation: Germany has no or extremely low tuition at most public universities, while the Netherlands is characterized by high tuition fees (though lower than those in the United States). The most convenient way to compare the two options is:

The student studying in Europe and paying a fraction of US tuition will find it financially beneficial to minimize education investment, especially if European labor market salaries are competitive enough.
USA vs. Europe by Field of Study
Computer Science and Technology. In terms of technology and software development, the USA is likely to be a good choice due to higher earnings. BLS provides 2024 median salaries of $133,080 and $124,590 for software developers and data scientists.
Engineering. Engineering degrees in Europe may be a good investment if tuition is low; US degrees, on the contrary, will work if there are high salary expectations.
Business and Finance. There is a huge and well-paid financial and corporate labor market in the USA. However, there are several European countries that offer strong business centers and relatively high average national salaries.
Data Science. Data science is another high-paying job area with great US salary potential. Nevertheless, countries like Germany, the Netherlands, Ireland, and France offer good opportunities for data-driven jobs. The best financial option depends on tuition costs and job options after graduation.
Healthcare. Health professionals require proper licensing and qualifications and may face issues with certification in the destination country. It makes salary only part of the comparison in this field.
Conclusion: Compare the Tuition You Pay With the Salary You Can Realistically Earn
There is no single factor, such as whether it will cost less or yield higher gains, to decide whether to go to the USA or Europe as an international student. The USA usually offers a bigger tuition investment, especially at private universities. At the same time, some professions are highly sought-after and bring great financial returns.
In Europe, there is a much wider variety of tuition systems. One may study in Germany for a relatively low fee because of its public universities. At the same time, there are some countries in Europe where non-EU citizens pay significant tuition fees. The earnings after graduation are also quite different across European countries.
For an international student, the best formula for comparison is the following:
Tuition + duration of the program + realistic salary after graduation.
Do not compare a private university in the USA to any random “European university.” Make sure that you compare the exact program, country, tuition, duration, and future job.
The right decision would be the location where the investment in education pays off well compared to the salary one can expect from their desired profession.
